The incident, labeled as a tragic accident, is currently under investigation by the Ohio State Highway Patrol.

Despite the valiant efforts of bystanders who performed CPR on Lt. Osborne after he was shot in the chest, he succumbed to his injuries. The 911 calls obtained by The Columbus Dispatch reveal the frantic moments following the accident.

Lt. Osborne's dedication to his profession was evident through his 13 years of service at the Southern Ohio Correctional Facility. Just days before his untimely death, he was honored as the facility's employee of the year, highlighting his exemplary commitment and service.
